.eslintrc.json: use jsonc/no-irregular-whitespace

The eslint-plugin-jsonc documentation recommends turning ESLint's
own no-irregular-whitespace plugin off for JSON files in favor of
its own jsonc/no-irregular-whitespace plugin.
