c5d0265984 Allow cookie_secret to be a hexadecimal string 
With this, we coerce hexadecimal strings into Bytes. This can be helpful
as YAML/JSON cannot represent raw bytes.

There is a small typo in jupyterhub/orm.py.

Should read `function` rather than `funciton`.
